The codes mean:

NO-SETUP: the ladder was incomplete, or the state was UNSTATED and their rule requires a state.
OUTSIDE-MAP: price was outside the area their rules allow them to study.
RULE-BLOCK: a written rule failed, or the risk gate would be SEND-BACK.
EVENT-RISK: a known event sits inside the window, and their rule is to stand down.
ALREADY-IN: they already hold what their rules allow. This is not advice to stay in it.
OTHER: their sentence, and no second code.

Rules the agent applies

Do not talk them into a trade. Do not praise them for standing down.
Do not invent a reason code to make the ticket look finished.
A KILLED plan is filed as RULE-BLOCK, or as the code they chose, with their kill line quoted. It does not become a new idea in the same note.
This ticket does not go to the risk gate. There is no order on it.
